Like Pavlov’s dogs who salivated when he rang the dinner bell, Ned Barnett would fire off a negative editorial if Republicans endorsed apple pie. Maybe because Senator Berger added sugar instead of sweet and low.

Take Mr. Barnett’s rip against creating an independent board to ride herd over the state Medicaid bureaucracy . His title said everything. “No need for change in NC Medicaid oversight.”

With all due respect, oversight is needed. Consider Auditor Beth Wood’s 2013 report showing Medicaid budgets compared to actual spending.

Budget Spending Overspending

2009       $11.8 billion       $12.6 billion      $800 million

2010      $11.0 billion        $12.8 billion      $1.8 billion

2011       $11.9 billion        $13.2 billion      $1.3 billion

2012       $12.9 billion       $14.2 billion      $1.3 billion

Doesn’t $5 billion in overspending in four years give a hint more oversight of the Medicaid bureaucracy is needed? A professional board could monitor daily spending and react quickly. Shouldn’t somebody? But it’s an idea from conservative reformers so it’s got to be bad, right?
